Born and raised in historic Prathertown, Maryland, a neighborhood founded in September 1883 by emancipated persons (his ancestors) Carl has been a dedicated advocate for human and civil rights. For decades he has worked tirelessly to improve the lives of residents by fighting food insecurity, promoting environmentally friendly wheelchair accessible transportation options, contributing to career development and living wages for many years. His efforts have led to significant improvements such as increased access to airplane lavatories for wheelchair users, cleaner homes in underserved communities by mitigating radon and lead, expanded educational opportunities for high school students and young adults new professionals and enhanced healthcare services.
Most recently Carl’s archival/preservation practices in historic Prathertown, is unveiling a legacy of Human and civil rights advocates within his family, including the lengthy and noteworthy contributions of his late grandfather, The Reverend James E. Prather. Through his leadership, Carl has inspired others to join the cause and has created a lasting impact on the community.
